Memorial is three different places that share one name, and the first job of anyone buying here is to know which one they are looking at. The Memorial Villages are six independent cities, each with its own city hall, ordinances, police arrangement and tax rate, surrounded by Houston but not part of it. Memorial West is the residential district to their west along Memorial Drive, inside Houston city limits, running to State Highway 6 and the edge of the Energy Corridor. And Memorial Park is a 1,500-acre city park near downtown that has nothing to do with either, except that it sits on the same road. Portals blur all three into one “Memorial” listing category. The tax bill, the school boundary, the police department and the flood map do not.

This guide is written by Energy Realty, an independent brokerage whose founder raised her family in the Memorial, Energy Corridor and Katy areas and whose Houston office sits at 1111 Eldridge Parkway, a few minutes west of the Villages. It covers what each Memorial is, who governs it, what it costs to own there, Spring Branch ISD as a boundary structure, what Buffalo Bayou did in 2017, daily life and the caveats that matter. Every figure carries its source and date.

The three Memorials

The Memorial Villages. Six incorporated cities: Hunters Creek Village, Piney Point Village, Bunker Hill Village, Hedwig Village, Hilshire Village and Spring Valley Village. They incorporated in 1954 and 1955 and have remained separate ever since. Together, per the Village Fire Department that serves all six, they cover more than nine square miles with a residential population of over 20,000. They are the luxury tier of west Houston and the area most people mean when they say Memorial with a capital M.

Memorial West and the Memorial area inside Houston. West of the Villages, the City of Houston’s Super Neighborhood 16, named Memorial, is bounded by Interstate 10 to the north, the incorporated Villages to the east, Buffalo Bayou to the south and State Highway 6 to the west. It sits in Council District G and was first developed in the 1950s. Its subdivisions, in ZIP codes 77079 and 77024, include Wilchester, Nottingham Forest, Frostwood, Memorial Bend, Memorial Thicket, Thornwood, Yorkshire and Rustling Pines. These are inside Houston. Their owners pay the City of Houston, not a Village.

Memorial Park. A 1,500-acre City of Houston park, nearly twice the size of Central Park, at 7575 North Picnic Lane in ZIP 77007, on land that was Camp Logan, where 70,000 soldiers trained during World War I. The Hogg family sold the land to the city for park purposes only, and it was officially named Memorial Park in 1924 to honor the soldiers who fought in the war. Memorial Drive runs from the park westward, which is how the residential area miles to the west came by the name. A search for a home “near Memorial Park” is a search in a different market, closer to downtown, and that confusion sends newcomers to the wrong open houses every week.

The six Memorial Villages, one by one

Each Village publishes its own facts, and they differ more than the shared name suggests. The table pulls together what the cities, the Census Bureau and the Harris Central Appraisal District state.

Hunters Creek Village describes itself as a community of about 4,400 people and roughly 1,460 homes, with 22 miles of streets inside its two square miles. It carries the lowest city tax rate of the six, adopted for 2025 by Ordinance 2025-963.

Piney Point Village covers 2.1 square miles and lists both Spring Branch ISD and Houston ISD as its school districts, which makes it the one Village where the district boundary must be checked address by address. Its city hall is at 7660 Woodway, Suite 460.

Bunker Hill Village was founded in 1954 as a city of about 1,250 homes and keeps its city hall at 11977 Memorial Drive, next door to the Memorial Villages Police Department at 11981.

Hedwig Village incorporated on December 23, 1954, is the smallest of the four southern Villages by land, and runs its own police department, which is the first exception to the “shared police” assumption.

Spring Valley Village incorporated on April 25, 1955, north of I-10, with its city hall at 1025 Campbell Road. Its police department provides 24-hour service and, under a contract, also protects Hilshire Village.

Hilshire Village incorporated on April 15, 1955, is the smallest of the six by land and population, with 837 residents in the 2024 estimate and a city hall at 8301 Westview Drive. Its city tax rate is the highest of the six, which is the arithmetic of a very small tax base.

The Village Fire Department serves all six cities. The Memorial Villages Police Department serves three. That three-way police split, Memorial Villages PD for Bunker Hill, Piney Point and Hunters Creek, Hedwig’s own department, and Spring Valley’s department for itself and Hilshire, is the detail most often wrong in listings.

Memorial West: inside Houston, along the bayou

West of the Villages the address stays “Houston, TX” in fact as well as on the envelope. Super Neighborhood 16 is City of Houston territory, served by the Houston Police Department and the Houston Fire Department, governed by the City’s ordinances, and taxed at the City of Houston’s rate. The subdivisions here were built mostly in the 1950s and 1960s on wooded lots that drop toward Buffalo Bayou, and they are the reason Memorial Drive is one of the more beautiful commutes in the city.

The neighborhoods a buyer will hear named: Nottingham Forest and Wilchester, two of the best known, on either side of Wilcrest between Memorial Drive and I-10; Frostwood and Memorial Bend closer to the Villages; Memorial Thicket, a smaller wooded pocket where Energy Realty’s founder has lived; Thornwood and Yorkshire farther west; and Rustling Pines. At State Highway 6, Memorial West ends and the Energy Corridor begins, and Terry Hershey Park, 496 acres and 11.05 miles of trail along Buffalo Bayou managed by Harris County Precinct 4, runs the whole southern edge from the Villages to the corridor.

The practical difference from the Villages: the city tax line is Houston’s 0.519190 per $100 in 2025 rather than a Village rate; deed restrictions are enforced by Houston’s Legal Department rather than a Village council; and the housing stock is generally a step below the Villages in lot size and price, which makes Memorial West the entry point into the Memorial area for many relocating executives.

Spring Branch ISD as a boundary structure

Spring Branch Independent School District serves the Memorial Villages and Memorial West, with a portion of Piney Point Village in Houston ISD. Federal data for 2024-25 shows the district with 32,668 students at 45 schools, and the district describes itself as covering about 44 square miles west of downtown along Interstate 10, with 26 traditional elementary schools, seven middle schools, four traditional high schools, four special campuses and two district charters. The City of Spring Valley lists Valley Oaks Elementary, Spring Branch Middle and Memorial High School as the campuses serving its residents, which is a useful illustration of how a feeder pattern works here: an address is assigned to an elementary, a middle and a high school, and the assignment is a boundary drawn by the district.

Two things a buyer should hold onto. First, the boundary is the district’s, not the subdivision’s, and it can change; confirm the assigned campuses for a specific address on the district’s boundary page before writing an offer. Second, we do not rank schools, compare them or characterize them, and no page that does so should be trusted as a reason to buy one street over another. The district’s 2025 tax rate is 1.0231 per $100, down from 1.0764 in 2024, and it is the largest line on every Memorial tax bill.

What it costs to own here: the tax stack

Texas has no state income tax, and property tax carries the load. Every Memorial address pays the same county-level lines; the difference between a Village and Memorial West is the city line, and the difference between Villages is which Village.

Two things the table shows. Living in a Village does not mean escaping city tax; it means paying that Village’s tax, which ranges from the lowest city rate in the area to one slightly above Houston’s. And the school district, not the city, is the biggest line everywhere. The school homestead exemption rose to $140,000 with the constitutional amendment approved November 4, 2025, a homestead’s taxable value cannot rise more than 10 percent a year, and every owner can protest the appraisal each spring. Totals above are simple sums of the listed 2025 rates and exclude the community college line. What homes cost, and why we will not print one number

The Villages are the luxury tier of west Houston. The stock ranges from original 1950s and 1960s ranch houses on large wooded lots to new construction that replaced them, and the market runs on a steady teardown-and-rebuild cycle in which the lot is often worth more than the house on it. Price is set by lot size, street, bayou proximity, construction era and which Village, and two homes a few hundred yards apart can differ by millions. Memorial West runs a tier below, with the same tree canopy and a larger share of updated original homes.

The Houston Association of REALTORS tracks the Memorial Villages and Memorial West as separate market areas with monthly price trends, and Energy Realty publishes a monthly Memorial market report on our Memorial page. What we will say from our own August 2026 update is that luxury homes were moving more quickly in certain areas than mid- and lower-priced properties, and that the Houston market was not behaving the same way at every price point. For a Villages buyer that means the well-located lots are still contested; for a Villages seller it means pricing to the specific street, not to the neighborhood average. Buffalo Bayou, the reservoirs upstream, and what 2017 taught this area

Every Memorial neighborhood has Buffalo Bayou at its southern edge, and every honest guide to the area has to say what the bayou did in August 2017. The Harris County Flood Control District’s final report on Hurricane Harvey records “record flooding at every bridge crossing along Buffalo Bayou,” with water levels west of the 610 West Loop exceeding the Tax Day 2016 record by five to eight feet. At Piney Point Drive the bayou peaked at 15,000 cubic feet per second and an elevation of 62.8 feet, against the prior record of 7,990 cubic feet per second and 57.3 feet set in April 2009. The report is explicit that “water level elevations and duration were influenced by Corps of Engineers emergency releases during the extreme rainfall event as well as the subsequent releases to empty the Addicks and Barker Reservoirs,” and it counts 17,090 homes flooded across the Buffalo Bayou watershed, including homes in the Villages and along Memorial Drive.

That is the structural fact of Memorial: it sits downstream of two federal reservoirs whose releases, in an extreme event, run through it. Since September 1, 2019 a Texas seller’s disclosure must state whether a property lies wholly or partly in a 100-year floodplain, a 500-year floodplain, a floodway, a flood pool or a reservoir, and whether it has ever flooded because of a reservoir release. A landlord must give a tenant a written flood notice before a lease is signed. And the City of Houston’s Chapter 19 floodplain rules, as amended in 2018, require new construction in the 500-year floodplain to be built two feet above the 500-year flood elevation.

For any specific Memorial address

Look the parcel up on FEMA’s Flood Map Service Center and the Harris County Flood Control District’s mapping tool. Read the seller’s disclosure answers on flooding, flood insurance and reservoir releases, and ask what the street did in 2017. Get a flood insurance quote before you write the offer. Elevation matters enormously here; the streets that step up from the bayou had very different Augusts from the ones at the bottom of the slope. Our flood zone guide covers each step.

Daily life in Memorial

The Memorial area’s retail and medical anchors sit along I-10 and Memorial Drive. Memorial City Mall at 303 Memorial City Way covers more than 1.7 million square feet. CityCentre at 800 Town and Country Boulevard is a two-million-square-foot mixed-use district that opened in 2009. Town and Country Village at 12850 Memorial Drive holds more than 90 retailers. Memorial Hermann Memorial City Medical Center is at 921 Gessner Road. The Houston Racquet Club, a private tennis and social club on 31 acres at 10709 Memorial Drive in the heart of the Villages, was founded about sixty years ago by George Mitchell. Terry Hershey Park’s 11 miles of Buffalo Bayou trail begin at the area’s western edge and run into the Energy Corridor, and Memorial Park, the actual park, is several miles east along Memorial Drive, closer to downtown.

What no one tells you about Memorial

  • Which Memorial you are in decides your government. A Village address means a Village council, Village ordinances, a Village permit office and one of three police departments. A Memorial West address means the City of Houston. Ask before you assume.
  • The Villages are not tax-free. They are taxed by the Village. The rates run from well below Houston’s to slightly above it.
  • The lot is the asset. In the Villages, the teardown-and-rebuild cycle means a 1960s house on a good lot is priced for the lot. Buy accordingly, and sell accordingly.
  • The bayou is the beauty and the risk. The streets closest to Buffalo Bayou carry the tree canopy, the park access and the 2017 flood history. Elevation and the disclosure settle it, not the neighborhood’s reputation.
  • Piney Point straddles two school districts. Confirm the boundary for the exact address.
  • Memorial Park is a park. It is near downtown. If a listing says “minutes from Memorial Park,” it is describing a different market.
